Rule 1106 limits Volatile Organic Compound (VOC) emissions from marine and pleasure craft coatings formulated for use in the marine environment. The primary objective of Proposed Amended Rule (PAR) 1106 is to partially implement Control Measure CTS-01: Further Emission Reductions From Coatings, Solvents, Adhesives, and Lubricants, of the 2022 Air Quality Management Plan and to phase out the use of para-Chlorobenzotrifluoride (pCBtF) and tert-Butyl Acetate (t-BAc) in marine coatings, pleasure craft coatings, and marine structure coatings due to toxicity concerns. PAR 1106 proposes to: 1) prohibit the sale and use of coatings which contain pCBtF and/or t-BAc above trace levels within the South Coast AQMD with future effective prohibition dates that vary by coating category; 2) prohibit the sale and use of cyclic, branched, or linear, completely methylated siloxane above trace levels within the South Coast AQMD; 3) prohibit the possession of non-compliant marine coatings, pleasure craft coatings, and marine structure coatings upon rule adoption; 4) include alternative Product Weighted-Maximum Incremental Reactivity (PW-MIR) VOC content limits for pre-treatment wash primers and wood coatings; 5) include recordkeeping and labeling requirements; and 6) update rule structure, add new definitions, remove outdated rule provisions, and make other edits for consistency and clarity. Implementation of PAR 1106 is anticipated to benefit public health and ambient air quality by reducing VOC emissions by 23.9 pounds per day and reducing the risk of exposure to pCBtF and t-BAc among workers, nearby receptors, and the public through the phaseout of these toxic chemicals.

Cost Recovery Provision in the Proposed Addendum to the Cooperative Agreement Between the South Coast AQMD and the Ports of Long Beach and Los AngelesThe South Coast Air Quality Management District has established a cost recovery provision through an addendum to the Cooperative Agreement with the Ports of Long Beach and Los Angeles. Under this agreement, each port is required to allocate 20 million dollars, totaling 40 million dollars, to support regional off-port zero-emission truck charging and fueling infrastructure projects. These projects are specifically intended to support the off-port operations of zero-emission drayage trucks registered in the Ports Drayage Truck Registry. The South Coast AQMD is responsible for the management, distribution, monitoring, and reporting of the funds. To implement this provision, the South Coast AQMD and each port must enter into a memorandum of understanding covering project selection requirements, the process for uncommitted funds, reporting, public processes, and the term of the agreement. The South Coast AQMD is authorized to recover fund administration and project management costs through an administrative fee not exceeding 10 percent of the total project cost. This initiative is statutorily exempt from the California Environmental Quality Act under CEQA Guidelines Section 15273 and was approved by the South Coast AQMD Governing Board on August 7, 2026.

Proposed Amended Rule (PAR) 1135 – Emissions of Oxides of Nitrogen from Electricity Generating Facilities
Solicitation # 2016071006
The Moreno Compressor Modernization Project is a joint initiative by San Diego Gas and Electric and Southern California Gas Company to modernize the Moreno Compressor Station in Moreno Valley, California. The project is designed to ensure compliance with South Coast AQMD Rules 1100, 1110.2, and 1134 regarding the reduction of nitrogen oxide emissions. The scope is divided into two primary components: the SDG&E Component and the Southern California Edison Component. The SDG&E Component involves constructing a new Plant 4 featuring two gas turbines with Selective Catalytic Reduction systems, two electric-motor-driven reciprocating compressors, and two natural gas-fired emergency engines with Non-Selective Catalytic Reduction systems. Upon completion, nine existing compressors and four emergency engines will be decommissioned and abandoned in place. The Southern California Edison Component focuses on enhancing the electrical infrastructure to improve reliability and resilience for the station. This work is executed in three phases: establishing temporary construction power via the Ginger 12-kV circuit, upgrading that circuit to a 12-kV super circuit through the installation of approximately three miles of additional circuitry and the replacement of roughly 50 distribution poles, and implementing permanent circuit upgrades including 4,800 feet of new overhead conductor. The project has undergone comprehensive environmental evaluation under CEQA, with the South Coast AQMD issuing a Notice of Determination to certify that the electrical modifications meet all necessary environmental and mitigation standards.
