Amendments to the BACT Guidelines are proposed to the following sections to maintain consistency with recent changes to South Coast AQMD rules and state requirements and to include equipment and processes which have been achieved in practice. Overview Section The introduction has been updated to provide a more complete reference to the applicable regulatory requirements, and to update the agency responsible for managing the California Air Resources Board (CARB) Technology Clearinghouse Database from the California Air Pollution Control Officers Association’s Engineering Managers Committee to the CARB Technology Assessment Section. This section has also been reorganized and includes other administrative changes to improve clarity and consistency. Part A – Policy and Procedures for Major Polluting Facilities The references in Footnote 3 to Rule 1325 paragraphs (b)(12) and (b)(13) have been updated for consistency with the most recent version of the rule. Other administrative changes have been made for clarity and consistency. Part B – Lowest Achievable Emission Rate (LAER) /BACT Determinations for Major Polluting Facilities Section I – South Coast AQMD LAER/BACT Determinations has been revised to update one existing listing and add one new listing, as follows: a) Linear Generator, Non-Emergency Electrical Generator, Natural Gas Fired (update), and b) Lithographic Printing, Non-Heatset, Sheet-fed (new). Section III – Other LAER/BACT Determinations has been revised to add two new listings of other/emerging technologies that have been permitted and placed into operation but have not yet demonstrated sufficient performance to qualify as LAER, as follows: a) Boiler, Refinery Gas Fired, and b) Digester Gas (Biogas) Conditioning and Upgrading System. Part C – Policy and Procedures for Non-Major Polluting Facilities The Maximum Cost-Effectiveness Values in Table 5 have been updated for consistency with the second-quarter 2026 Marshall and Swift Equipment Cost Index in accordance with the BACT Guidelines policy. Figure 2 - The Ongoing BACT Update Process has been updated to include the Stationary Source Committee within the flow chart for consistency with the BACT Scientific Review Committee SRC Charter. Other updates to terminology have been made for consistency. Part D – BACT Determinations for Non-Major Polluting Facilities Emission limits for the Food Oven category have been updated for consistency with the current Phase I limits in Rule 1153.1, and a new listing of Linear Generator, Non-Emergency Electrical Generator, Natural Gas Fired has been added. Part E – Policy and Procedures for Facilities Subject to Prevention of Significant Deterioration for Greenhouse Gases Administrative amendments have been made to correct minor grammatical errors. The proposed project will benefit stakeholders by having the guidelines reflect the latest, feasible technology available and improved clarity and accuracy when implementing the applicable requirements.

Cost Recovery Provision in the Proposed Addendum to the Cooperative Agreement Between the South Coast AQMD and the Ports of Long Beach and Los AngelesThe South Coast Air Quality Management District has established a cost recovery provision through an addendum to the Cooperative Agreement with the Ports of Long Beach and Los Angeles. Under this agreement, each port is required to allocate 20 million dollars, totaling 40 million dollars, to support regional off-port zero-emission truck charging and fueling infrastructure projects. These projects are specifically intended to support the off-port operations of zero-emission drayage trucks registered in the Ports Drayage Truck Registry. The South Coast AQMD is responsible for the management, distribution, monitoring, and reporting of the funds. To implement this provision, the South Coast AQMD and each port must enter into a memorandum of understanding covering project selection requirements, the process for uncommitted funds, reporting, public processes, and the term of the agreement. The South Coast AQMD is authorized to recover fund administration and project management costs through an administrative fee not exceeding 10 percent of the total project cost. This initiative is statutorily exempt from the California Environmental Quality Act under CEQA Guidelines Section 15273 and was approved by the South Coast AQMD Governing Board on August 7, 2026.

Proposed Amended Rule (PAR) 1135 – Emissions of Oxides of Nitrogen from Electricity Generating Facilities
Solicitation # 2016071006
The Moreno Compressor Modernization Project is a joint initiative by San Diego Gas and Electric and Southern California Gas Company to modernize the Moreno Compressor Station in Moreno Valley, California. The project is designed to ensure compliance with South Coast AQMD Rules 1100, 1110.2, and 1134 regarding the reduction of nitrogen oxide emissions. The scope is divided into two primary components: the SDG&E Component and the Southern California Edison Component. The SDG&E Component involves constructing a new Plant 4 featuring two gas turbines with Selective Catalytic Reduction systems, two electric-motor-driven reciprocating compressors, and two natural gas-fired emergency engines with Non-Selective Catalytic Reduction systems. Upon completion, nine existing compressors and four emergency engines will be decommissioned and abandoned in place. The Southern California Edison Component focuses on enhancing the electrical infrastructure to improve reliability and resilience for the station. This work is executed in three phases: establishing temporary construction power via the Ginger 12-kV circuit, upgrading that circuit to a 12-kV super circuit through the installation of approximately three miles of additional circuitry and the replacement of roughly 50 distribution poles, and implementing permanent circuit upgrades including 4,800 feet of new overhead conductor. The project has undergone comprehensive environmental evaluation under CEQA, with the South Coast AQMD issuing a Notice of Determination to certify that the electrical modifications meet all necessary environmental and mitigation standards.
