Proposed Amendments to Humboldt County Code Regulating Commercial Cannabis Activities

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS-HUM-61503-R1C for project applicant Buyantod Rinchin. This project, also identified as the Rincchin Stream Crossings Project under State Clearinghouse No. 2017042022, is limited to two encroachments focused on upgrading stream crossings. The scope of work involves the excavation and removal of an existing culvert and a fill crossing, which will be replaced with a properly sized culvert and rip rap. Additional activities include backfilling, compaction of fill, and the application of rock armoring to minimize erosion. The project was approved on August 24, 2026, with a determination that it will not have a significant environmental effect within the permitting jurisdiction of the California Department of Fish and Wildlife. This approval was made pursuant to Fish and Game Code section 1602 and is supported by a Mitigated Negative Declaration prepared by the lead agency, with specific mitigation measures incorporated as conditions of approval. The project is located in California and is managed through coordination between the California Department of Fish and Wildlife and the Humboldt County Planning and Building Department.
