The Texas Department of Licensing and Regulation (TDLR)intends to enter into a proprietary contract with Management Systems Inc. that owns and/or has the rights to license its Software asa Service (SaaS) web-based motorcycle safety course, student, instructor, andtraining motorcycle data reporting system which allows providers to report toTDLR, for the motorcycle training program to protect the health and safety ofTexans and ensure service by qualified professionals. This solicitation is being advertised in accordance withTexas Government Code, Sections 2155, 2156 and 2157, and Texas OccupationsCode, Title 14, Chapter 2310; and otherapplicable laws of the State of Texas. If a competing vendor believes it cansatisfy the required specifications, the vendor must respond and explain howthe required specifications will be adequately met with its product.
