The ProServices Method of Supply arrangement, originally published in 2018 and reissued for this solicitation, aims to establish non-binding agreements between the Government of Canada and suppliers to streamline the procurement of professional services, including both IT and non-IT. These supply arrangements serve as a pre-qualification process, allowing future requirements to be solicited through this framework, though contracts will only be formed upon winning a specific solicitation. The arrangement is valid until July 4, 2028, or until Canada decides to re-compete or discontinue it. It encompasses quarterly refresh periods for professional services as detailed in the solicitation documents, with service categories accessible via a government website link. ProServices is a mandatory method of supply for services valued below the Canada-Korea Free Trade Agreement threshold. This supply arrangement includes provisions for set-asides under the federal government's Procurement Strategy for Indigenous Business, although it excludes regions covered by Comprehensive Land Claims Agreements. Services provided under this arrangement can be delivered in either or both of Canada’s official languages, based on the department’s requirements. Existing suppliers holding a ProServices arrangement need not submit new bids unless they wish to update their information. Interested parties are encouraged to stay informed by subscribing to email notifications for updates and to seek the latest solicitation documents from the official government tender portal. All inquiries related to this solicitation can be directed to the designated Contracting Authority team via their provided email contact.
