The ProServices Method of Supply is a non-binding request for supply arrangements established by the Government of Canada to streamline the procurement of professional services, both IT and non-IT, below the Canada-Korea Free Trade Agreement threshold. This solicitation, issued under reference E60ZT-180024/C, is a republication of the original 2018 arrangement and remains valid until July 4, 2028, or until Canada decides to re-compete, terminate, or replace it with another procurement mechanism. Existing suppliers holding a current ProServices supply arrangement are not required to resubmit unless they wish to update or expand their offerings. The arrangement facilitates future contract awards by pre-qualifying suppliers, but no contractual obligation arises until a specific requirement is awarded. Services must be delivered in English, French, or both, as required by the receiving department, and are subject to the official languages obligations of the federal government. The procurement includes quarterly refreshes outlined in the solicitation document, with services eligible for inclusion listed on the official Government of Canada professional services catalog. A portion of this solicitation may be designated as a set-aside under the Procurement Strategy for Indigenous Business, offering priority access to Indigenous businesses. However, the arrangement explicitly excludes locations within areas covered by Comprehensive Land Claims Agreements. Suppliers are advised to consult the most recent documents via the Bidding Details tab and enable email notifications to stay current with amendments and updates. All inquiries should be directed to the designated ProServices Team contact, and the opportunity operates under the authority of Public Services and Procurement Canada.

Request for Information: HCM Services and Solutions
Solicitation # 31135
The City of Cambridge has issued a Request for Information (RFI) to conduct market research regarding Enterprise Resource Planning (ERP) and Human Capital Management (HCM) services and solutions. The primary objective is to assess current vendor capabilities and marketplace solutions to determine if a new integrated system can improve efficiencies across the City and Schools, which currently utilize several disparate systems. The scope of the research covers critical functional areas including HR, payroll, financial reporting, budgeting, applicant tracking, and time and attendance. Key technical requirements include support for complex public safety payroll rules, API support, single sign-on, role-based security, and strict compliance with ADA accessibility standards such as WCAG 2.1 Level AA. Additionally, the system must facilitate regulatory reporting for EEOC, OSHA, Department of Labor, FLSA, FMLA, IRS, and ACA mandates. This RFI is strictly for planning and market research purposes and does not constitute a formal solicitation for quotes, an invitation for bids, or a contract offer; no contract will be executed as a result of this request. To assist in budget planning, the City has requested that respondents complete a technical questionnaire using a Fit/Gap/Roadmap scale and a pricing questionnaire providing non-binding low and high cost estimates in $10,000 increments. These estimates should cover one-time costs such as licensing, professional services, and data conversion, as well as recurring costs like SaaS fees, maintenance, and hosting. Responses are due by October 8, 2026, and all submitted information will be considered public record under the Commonwealth’s Public Records Law.

MINERVA Initiative – Arctic Uncrewed Air System
Solicitation # EN578-26ISC4/95
The MINERVA Initiative, sponsored by the Department of National Defence, seeks an innovative, domestically produced uncrewed aircraft system (UAS) for intelligence, surveillance, and reconnaissance in extreme Arctic conditions. This challenge is open for Phase 2 prototype development for solutions with a technology readiness level between 5 and 9. The required system must include an air vehicle, sensor payload, ground control station, radio, battery with charger, and a remote antenna, all of which must be stowable within a 240-litre container. Mandatory technical specifications include a maximum takeoff weight of 25kg, an operational radius of 20km, a minimum endurance of 90 minutes, and the ability to operate in temperatures from -40C to +40C, wind speeds up to 55 km/hr, and moderate icing conditions. The procurement emphasizes a strong domestic industrial base and secure supply chains, encouraging the sourcing of critical components from NATO alliance members or partners. While not mandatory, providing detailed sourcing documentation for the radio, ground control station, on-board computer, and software can earn up to 10 points toward additional outcomes. The project offers a maximum funding of 500,000 CAD per contract for a duration of up to 15 months, with an estimated five contracts to be awarded. Proposals must be submitted by September 24, 2026, and selected prototypes will be demonstrated in Suffield, Alberta, in Fall 2027.
