Prosthetic Device Emulator

The Department of Veterans Affairs, through the VISN 02 Network Contract Office, is awarding a firm-fixed-price contract to Human Motion Technologies LLC for the procurement of a Humotech Caplex Prosthetic Device Emulator and an associated treadmill. This system will be installed at the Margaret Cochran Corbin VA Medical Center in New York to support clinical research and biomechanical studies on prosthetic ankle-foot behaviors for Veterans with lower limb loss. The procurement is conducted as a brand-name-only, sole-source acquisition under FAR 12.201-1, as the Caplex system is the only commercially available technology providing the necessary real-time control architecture, programmable heel and forefoot stiffness, and rollover shape dynamics required for the agency's research. The comprehensive system includes a 2-DoF ankle-foot prosthesis controller, a control and I/O unit, various breakout modules, a software suite compatible with MATLAB/Simulink R2020a, and on-site installation and training. As a Class I FDA-registered medical device, the emulator must undergo full validation before use with human subjects. Market research, including a notice posted to SAM.gov, yielded no other responsible sources or competing vendors. While specific pricing is not disclosed, the government has determined the costs to be fair and reasonable based on prior awards for the same equipment.
