Postage Support Services for the 9th Mission Support Command (MSC)
Solicitation # W912CN-27-M-CU01
The 413th CSB, RCO-Hawaii intends to establish a sole-source Blanket Purchase Agreement under the authority of 10 U.S.C. 3204(a)(1) to provide Personal Computer (PC) Postage Support Services for the 9th Mission Support Command (MSC). This effort covers five key locations within the Pacific Area of Responsibility, including remote reserve centers in American Samoa, Guam, and Saipan. The objective is to implement cost-effective postage management systems, including all necessary hardware and software, to enable the printing of postage and shipping labels via Dymo or standalone desktop printers. The solution must utilize a centralized automated system to track postal spending through client access codes and provide consolidated reporting on a daily, weekly, monthly, quarterly, and annual basis, with rate calculations adhering to USPS standards. The tentative period of performance consists of a 10-month base period followed by three 12-month options. To ensure network security, the solution must present no vulnerability to NIPRNET networks and comply with DOD security parameters, including Common Access Card (CAC) authentication. Administrative requirements include the mandatory use of Wide Area Work Flow – Receipt and Acceptance (WAWF-RA) with the 2-in-1 invoicing option, and the vendor must provide one consolidated master invoice for all five locations. Additionally, the contract requires a non-appropriation of funds clause under the GSA agreement to allow for the cancellation of software agreements without penalty if a reserve center closes. All shipments must be clearly marked with the full contract number to facilitate timely receiving reports.
