The Department of the Air Force, through the Air Force Research Laboratory’s Rome Research Site, is seeking innovative prototypes for offensive cyberspace operations capabilities under the Alternate Access for Cyber Applications: Exodus announcement. This Open, two-step Advanced Research Announcement, active until June 30, 2031, aims to develop novel methods to gain access to adversary infrastructure that traditional cyber tools cannot reach, supporting Long Range Kill Chains and ensuring U.S. dominance in the cyber domain. White papers are the sole initial submission requirement, with optimal submission windows aligned with fiscal years FY27 through FY31, though submissions are accepted until the announcement closes. Formal proposals will be invited only after white paper review. The total funding pool is approximately $999 million, with individual awards typically ranging from $10 million to $50 million, and potential for awards up to $99.99 million. Multiple awards are expected, with no cap on the number of awards per offeror, and contracts may be issued as either traditional FAR-based procurements or Other Transactions under 10 USC 4021–4023. Successful prototypes may transition directly into follow-on production contracts. Proposals must strictly adhere to formatting and submission guidelines, as failure to comply may result in rejection.
