This Request for Services (the “RFS”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”), to prospective Pre-Qualified Suppliers to submit proposals for New Law Courts Multi-Elevator Modernization as further described in The Statement of Work (Appendix 1) (the “Services”). In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion. Contact the RFS Contact by email with any questions relating to this Request for Services (RFS). Manitoba will inform Pre-Qualified Suppliers about any changes to this RFS on MERX before the submission deadline via an addendum. Failure to adhere to this rule may result in the disqualification of the Pre-Qualified Suppliers and the rejection of the proposal. A mandatory site visit has been scheduled as follows: Location: 408 York Avenue, Winnipeg, Manitoba Date and Time: April 9, 2026 11:00 AM local time Proponents are to meet at the main entrance of 408 York Avenue, Winnipeg, MB prior to 11:00 AM to sign the site attendance sheet. Proponents are to pre-register by email to the RFS Contact at bids@gov.mb.ca. A Non-Disclosure Agreement (NDA) is required to be completed, signed and returned to the RFS Contact prior to attending the site visit. Each individual who will attend the site visit is to complete Schedule A to the NDA. Proponents and attendees will not be permitted to attend the site visit without these completed forms. Deadline for registration is 2:00 PM on April 8, 2026. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFS Contact has provided the information in writing. Deadline for questions April 22, 2026. All questions must be submitted to the RFS Contact at bids@gov.mb.ca. CPPD will only address questions that were sent to this email address.
