This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, on behalf of the Owner of the project, Environment and Climate Change, Parks and Trails Branch (“Owner”) to prospective Proponents to submit proposals for Design-Build Services for a new comfort camping village in Camp Morton Provincial Park, Manitoba as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”). In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion. Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts. The Proponent must utilize the design-build service delivery methodology and a full range of professional consultant and contractor services during the design and construction phases of the project. The work is being done in Camp Morton Provincial Park, Manitoba. Work site location will be partially occupied during construction with road, beach and campground users in the area. Procurement and Supply Chain (PSC) is administering this RFP process on behalf of Manitoba.
