This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) to prospective Contractors to submit proposals for Law Courts Curtain Wall, Lower Roof Replacement & Associated Structural, Mechanical & Electrical Work as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”). In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian and Non-US suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion. Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts. A Non-Disclosure Agreement (NDA) (Appendix 13) must be signed and submitted by the Proponent prior to receiving the specifications and drawings. Also, a Schedule A to Appendix 13 must be submitted for each individual who will have access to the specifications and drawings. All Proponents and Subcontractors attending the site visit must also submit a completed Appendix A plus a signed Schedule A for each attendee. The work is being done in the Manitoba Courts building at 408 York Avenue, Winnipeg, MB. The work site location will be fully occupied during construction. The Scope of Work includes, but not limited to, removal and replacement of approximately 11,000 sq. ft. of the North and Northeast curtain walls, removal and replacement of the low roofing assembly, and interior and exterior Tyndall Stone modifications. Procurement and Supply Chain (PSC) is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be: RFP Contact: Irma Melegrito Email: bids@gov.mb.ca Subject Title: Project No. 2025-114-4422-P Law Courts Curtain Wall, Lower Roof Replacement & Associated Structural, Mechanical & Electrical Work Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.
