Provision of Services for Roof Replacement

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) to prospective Contractors to submit proposals for Family Services Building Roof Replacement as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”). In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion. Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts. The work is being done at 290 Jarvis Avenue, Winnipeg, MB. Work site location will be partially occupied during construction. Procurement and Supply Chain (PSC) is administering this RFP process. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal. An optional site visit has been scheduled as follows: Location: 290 Jarvis Avenue, Winnipeg, MB Date and Time: June 4, 2026, at 11:00 AM central time Proponents are to pre-register for the site visit to the RFP Contact at contact@example.gov. Deadline for registration is 2:00 PM on June 2, 2026. Proponents are to meet at 290 Jarvis Avenue, Winnipeg, MB prior to 11:00 AM to sign the site attendance sheet. Proponents are not entitled to rely on information received from Manitoba, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing. Deadline for questions June 12, 2026. All questions must be submitted to the RFP Contact at contact@example.gov. Manitoba will only address questions that were sent to this email address. Bid submission deadline is June 22, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX.
