This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Minister of Public Service Delivery, on behalf of the Owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective Contractors to submit proposals for Security System Upgrade as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”). In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion. Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts. The work is being done in a 12-storey high-rise apartment building. Work site location will be occupied during construction. RFP Contact Procurement and Supply Chain (PSC) is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be: RFP Contact: Li Li Email: bids@gov.mb.ca Subject Title: Project No. 2026-26-7316-P Security System Upgrade Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal. Site Visit A site visit is optional, and none is currently scheduled. However, if Proponents wish to view the sites, an appointment may be arranged by contacting the RFP contact by email at bids@gov.mb.ca. Proponents are not entitled to rely on information received from, Manitoba the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing. Deadline for questions June 10, 2026. All questions must be submitted tothe RFS Contact at Bids@gov.mb.ca. CPPD will only address questions thatwere sent to this email address.
