Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and Supplies (FASTPASS) program, under solicitation ARPA-H-SOL-26-160, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) to develop a near real-time, non-destructive, AI-enabled screening system. The goal is to identify contamination, adulteration, and quality defects in pharmaceutical products through their packaging at ports of entry and other supply-chain nodes using multi-modal sensing and data fusion. This 54-month program is structured into three 18-month phases, culminating in a fieldable platform with validated training materials and integrated documentation capabilities. This procurement is conducted as a multiple-award Other Transaction (OT) Agreement rather than a standard federal contract, meaning it is governed by specific OT articles instead of the Federal Acquisition Regulation. Awards are based on the most advantageous proposals, with primary evaluation factors including innovation, soundness, execution planning, risk management, and team expertise. Payments are fixed and triggered by the successful completion of milestones, managed through the Payment Management System. Proposers must be registered in SAM.gov and provide detailed technical and cost proposals, including a milestone payment schedule and research security disclosures. Amendment 01 specifically updated the cost proposal narrative model and workbook to correct typographical errors and rename appendices.

HYDROSPHERE, BIOSPHERE, & GEOPHYSICS (HBG) SUPPORT SERVICES II - FINAL REQUEST FOR PROPOSAL (FRFP)
Solicitation # 80GSFC27R0015
The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The scope of work encompasses scientific modeling, simulation, data assimilation, satellite instrument performance analysis, and the planning and execution of field campaigns. Performance will occur at the Goddard Space Flight Center and the contractor's facilities, with acceptance managed by the Contracting Officer or a designated representative. Award selection will be based on a tradeoff approach, prioritizing Mission Suitability as the most important factor, followed by Cost and Past Performance. Proposals must be submitted in four volumes, including a numerically scored Mission Suitability volume and a detailed Cost volume. Additionally, the contractor must adhere to strict security requirements, including the provision of a Cyber Supply Chain Risk Management plan and compliance with NDAA Section 889 regarding telecommunications and surveillance equipment.

Brand Name Justification: ?I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Ingenicomm for PTP (Programmable Telemetry Processor). The estimated period of performance or lead-time for delivery is 15 October 2019. This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below): 1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name. These PTPs are imbedded in NASA's worldwide telemetry processing system. This PTP is used exclusively throughout NASA. There are no other PTP that will operate within the current architecture. 2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible. No other company has developed this type of PTP that operates within the current NASA telemetry architecture. Failure to procure this PTP developed by Ingenicomm would hamper LSP ability to support operations. A disruption of that system would seriously impede the ability of LSP to support current ongoing operations.
