PUBLIC ANNOUNCEMENT FOR CHILLER INSPECTION, MAINTENANCE, AND REPAIR - ITB-26-103

The Florida School for the Deaf and the Blind (FSDB) is seeking qualified vendors to perform chiller inspection, maintenance, and repair services under solicitation ITB-26-103, with proposals due by June 11, 2026, at 1:45 PM Eastern Time. The contract is a competitive solicitation with a performance period spanning five years, from July 1, 2026, through June 30, 2031, and requires all work to be performed on FSDB’s campus, specifically at the Hogle Center, Building #27. Vendors must be properly licensed in the State of Florida and submit a single original signed hard copy, five additional hard copies, and one electronic PDF on a USB thumb drive, with all materials bound and clearly labeled. Submissions must strictly follow formatting rules including 12-point font, single spacing, portrait orientation, and must not be password protected. Electronic submissions via email or online portals are prohibited. The award will be made based on a best-value trade-off methodology with price being the most heavily weighted factor, scoring 40 points for the lowest bid, followed by points for proximity to the site and participation by certified Minority Business Enterprises and Veterans Business Enterprises, while experience, past performance, and pricing are also evaluated. Required deliverables include full compliance with manufacturer recommendations and industry standards, detailed inspections of compressor motors, oil systems, condensers, evaporators, control circuits, leak tests, and purge units as outlined in Exhibit A, with acceptance contingent upon written approval by FSDB’s Contract Manager. All work must comply with Florida statutes including prompt payment guidelines, annual appropriation rules, accessibility standards under Section 508, and E-Verify employment verification requirements. Vendors are prohibited from offering gifts or benefits to state employees and must adhere to public records laws, retaining all contract records for a minimum of five years. Packaging must follow commercial practices with a specified label affixed to the lower left corner of the outermost container, displaying solicitation details, recipient name, and a “Do Not Open Prior To” date. The contract allows for suspension, renewal up to three additional years with capped pricing, and non-exclusivity, meaning FSDB may engage other vendors.
