The contract involves a sole source award to Ocean Marine Industries, Inc. for the provision of an ARIS Explorer 1800 dual-frequency imaging sonar (DIDSON) camera and rotator package. This specialized camera system is necessary to capture high-quality underwater images regardless of water clarity, specifically to monitor marine life reactions to Navy noise-generating activities in the Chesapeake Bay. The contract value is expected to be under $150,000 and will be awarded without a solicitation, based on the unique capability of Ocean Marine Industries as the sole distributor of Sound Metrics, the exclusive manufacturer of the required imaging technology. The Navy intends to negotiate directly with Ocean Marine Industries, with an anticipated award date of July 16, 2015. Interested parties are not being requested to submit proposals or quotations, but may submit a written statement of capabilities if they believe they can meet the requirements. Such submissions must provide enough detail for the Government to evaluate the party’s ability to perform the contract, though this does not guarantee competition will occur. Any related costs are at the respondent’s expense. The contracting process will follow Simplified Acquisition Procedures under FAR 13.106-1(b). The Government will evaluate responses received within 15 business days and decide whether sole-source acquisition is justified. Points of contact for this procurement are provided, and all communications must be directed accordingly, with no solicitation issued or questions accepted.
