The Indian Health Service (IHS) is soliciting quotes for a firm-fixed-price contract to provide commercial consulting services for public health content development. The selected contractor will support the National IHS Public Health Council by creating culturally responsive health education materials, including social media posts, handouts, infographics, and videos, specifically tailored for American Indian and Alaska Native communities. Key deliverables include a baseline monthly output of five social media posts and five handouts, all of which must adhere to a 6th-grade health literacy level and Section 508 accessibility standards. The period of performance is one year from the date of award, and all work must be performed remotely within the United States. This procurement is a 100% set-aside for Indian Small Business Economic Enterprises under the Buy Indian Act, requiring offerors to submit a signed IEE Representation Form and maintain eligibility throughout the contract term. At least 50 percent of personnel costs must be expended for employees of the IEE. Award will be determined via a tradeoff process where non-price factors, such as technical approach, staffing qualifications, and past performance, are significantly more important than price. Quotations must be submitted in two separate volumes by September 2, 2026, at 2:00 p.m. Eastern Time.
