The purpose of this Pre-Solicitation Notice and Intent to Sole Source is to fulfill the requirements set forth in Federal Acquisition Regulation (FAR) 5.101. In accordance with FAR 5.101(b)(2) pertaining to the use of other than full and open competition, publication of this notice is required when only one responsible source is available.


Pursuant to FAR 5.101(c), the required content of this notice is detailed below:

4. Description


  • The Puma DART is the only multi-channel, single-man-portable communications suite certified by the Joint Special Operations Command (JSOC) to meet the requirements for Special Operations Aviation Regiment (SOAR) missions. It is specifically designed to provide critical communications for airborne applications, featuring Satellite Communications (SATCOM), Integrated Communications Systems (ICS), and Line of Sight (LOS) capabilities. The DART system delivers 50 watts of RF power, an integrated SATCOM diplexer/combiner, and Low Noise Amplifiers for weak receive signals.
