COMBINED SYNOPSIS/SOLICITATION ` Purchase a 10 HP Chiller in accordance with the Statement of Need. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFP7230-19-02427wsb. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03 (July 12 2019) (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 333415. The small business size standard is 1250 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial services and products: CLIN 0001: Purchase a 10 horsepower (HP) water chiller in accordance with the attached statement of need. CLIN 0002: Estimated freight for 10 HP Chiller. For actual freight over $100, the waybill (actual freight invoice) is required for reimbursement. (VI) Description of requirements is as follows: Statement of Need 10 Horsepower (HP) Water Chilling Unit NFFP7230-19-02427 1) Organization: The Northwest Fisheries Science Center (NWFSC) National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. 2) Background: The NWFSC conducts hatchery research on anadromous salmonids listed as Threatened or Endangered under the United States Endangered Species Act. This research requires fish culture facilities supplied with high quality temperature controlled freshwater including an experimental stream channel. The existing 10 HP chiller for the experimental stream channel at the Manchester Research Station is not functional, and the cost of the needed repairs is prohibitive. Another major problem is that the existing 10 HP chiller uses R22 refrigerant which the EPA has been incrementally phasing out since 2010 due to its ability to destroy the ozone layer. The new chiller must be environmentally compliant and use 410A refrigerant, which is non-ozone depleting. It will not be possible to conduct research during the summer and fall months without a functional 10 HP chiller because water temperatures in the channel will exceed the lethal thermal tolerance of salmon and steelhead. The new 10 HP chiller must meet the specifications in this statement of need. 3) Purpose: The objective of this action is to obtain a 10 horsepower (HP) water chiller according to the specifications in Section 5. 4) Delivery: Northwest Fisheries Science Center, Manchester Research Station, 7305 Beach Drive, Port Orchard, Washington 98366. Delivery no later than September 30, 2019. FOB: Origin 5) Technical Specifications for the 10 HP water chiller: i) Air cooled ii) 10 Horsepower iii) 460 V, 3-phase electrical power iv) Minimum flow rate: 50 gallons per minute (gpm) v) Maximum flow rate: 150 gpm vi) Splash-proof digital temperature control vii) Minimum temperature control interval +/- 1 degree F/C viii) Specify power consumption of unit in kwh under constant operation ix) Water inlet and outlet must not exceed 2" diameter. x) Titanium heat exchanger xi) Insulated heat exchanger xii) Water flow safety switch xiii) Environmentally Compliant and use 410A refrigerant xiv) Shipping cost will be listed as a separate item in quote: xv) Ship chiller and all components/parts to: NOAA/NMFS/Manchester 7305 Beach Drive East Port Orchard WA. 98366 6) Provide written specifications for the 10 HP water chiller. 7) Provide instructions for safe installation of the water chiller. 8) Provide a minimum one-year warranty that begins on the date of water chiller delivery. ********************************Other Considerations******************************** GREEN PROCUREMENT PROGRAM (GPP): 1 does not apply 0 is compliant GPP includes Recovered Materials Products, Biobased Products, Energy Efficient Products, Electronic Product Environmental Assessment Tool Products, Water Efficient Products, Alternative Fuels Vehicles/Alternative Fuels/Hybrids, Non-Ozone Depleting Products, Environmentally-Preferable Products and Services, and Waste Prevention and Recycling. (If this procurement should fall under the GPP, but is not compliant, a justification is required with concurrence from the Environmental Designee and OCIO designee, if applicable, and approved by the Head of the Contracting Office (HCO). SERVICES: If this procurement is for a service (any part is Object Class 25xx), the following statement may need to be included (secretary will check this box if applicable, or remove this paragraph if not applicable): 0 The C&A requirements of clause 73 do not apply, and a Security Accreditation Package is not required.
