--PURCHASE AND INSTALLATION OF FOUR (4) FISH BIOMONITORING SYSTEMS AND ASSOCIATED EQUIPMENT

The Army Corps of Engineers has a requirement for the purchase and installation of four systems capable of (a) detecting in real-time on-line sudden changes of water quality caused by intentional or accidental contamination of the water supply, (b) t riggering an auto sampler when certain thresholds values are reached, and (c) sending e-mail/voice messages to water quality managers. The system selected must have demonstrated its capability to detect contaminants of concern and will enhance the physica l security of New York City Water Supply. The USACE intends to award on a sole source basis in accordance with FAR 6.302-1 to Intelligent Automation Corporation (IAC), 13029 Danielson Street, Suite 200, Poway, CA 92064. This requisition is for the purchase and installation of four (4) systems cap able of detecting in real-time intentional and accidental contamination of the water supply. The systems are needed for real-time on-line water quality surveillance deployment at each of New York City three (3) Source Water and one system in the distribut ion system. Parts of the system are technology specific as no other commercially available systems have demonstrated their ability to detect intentional contamination integrating physiological parameters of living organisms and water quality parameters. The fish biomonitoring system was developed by the US Army Center for Environmental Health Research at Fort Detrick, Maryland and is commercially available from Intelligent Automation Corporation (IAC). Additional components are required to make the syste m operational. The fish biomonitoring system has been extensively tested at Fort Detrick with contaminants of concern identified by the US Army, and has shown that it could detect accidental contamination of the water supply (New York and Fort Detrick). The fish biomonitoring is also used by US EPA in an array of sensors on a pipe loop in Cincinnati. Four (4) complete systems are required including installation (three systems deployed in Westchester County, New York and one in Queens, New York). Install ation requirements will vary for each location but should include to the minimum water intake, waste water line with connection to sanitary waste line, electrical power, phone line, secure connection to DEP wide area network (wired or wireless), and possib le redundant communication to DEP's wide area network. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. Interested organizations who believe they have this capability may submit their capabil ities and qualifications to perform the effort in writing to Adriana Dunaway at 26 Federal Plaza, Room 1843, New York, NY 10278 no later than 2:00 p.m. local time on 16 June 2006. Such capabilities and qualifications will be evaluated solely for the purpo se of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the disc retion of the government.
