Purchase of Police Service Dogs

The County of Orange Sheriff-Coroner is soliciting bids under IFB 060-3145004-CC for the purchase of qualified police service dogs on an as-needed basis. The scope of work includes providing canines for patrol, narcotics detection, explosives detection, cadaver detection, and tracking. The contractor must provide a selection of at least ten different canines from various breeds, aged between 16 and 36 months, with verifiable lineage and age documentation. Selected dogs must pass a veterinary medical exam and demonstrate specific athletic and search capabilities as determined by the Sheriff's Department Canine Unit. The contract includes a three-year term with renewals requiring County Board of Supervisors approval and provides a one-year no-cost health replacement guarantee for genetic illnesses, as well as a retraining or replacement clause for behavioral issues. Award will be granted to the lowest responsive and responsible bidder, with evaluation factors including past performance, references, and the ability to meet all specifications. Preference deductions of 5% for OCLSB or DVBE bidders and 8% for those with dual certification are applied, capped at 100,000 dollars. Bidders must submit all required documentation via the OpenGov portal, including a Non-Collusion Declaration, Certification Regarding Debarment, and Levine Act compliance forms. The contractor is responsible for all transportation, packing, and insurance for deliveries to the Special Operations Division in Santa Ana or the Theo Lacy Facility in Orange. Payment is net 30 days following the receipt of an approved invoice on the contractor's letterhead.
