The contract involves the purchase of a Simple Interface for the BOSS System, specifically tailored for the Department of the Air Force's needs at Robins Air Force Base in Warner Robins, Georgia. The procurement is driven by the unique requirements of the Air Force's operational systems, which can only be met by the Original Equipment Manufacturer, Tactical Communications Group, LLC (TCG), a subsidiary of Curtiss-Wright. Due to the proprietary nature of the BOSS software and its associated SIMPLE interface add-on, TCG is the sole authorized source capable of fulfilling this order, as they do not have authorized distributors and third-party development is not permitted by Curtiss-Wright. This exclusivity means that no alternative vendors or third-party plugins can be considered, and replacing the BOSS system with a different software package would be the only other option, which is not feasible within the current procurement constraints. The solicitation was posted on December 11, 2024, with a response deadline of December 18, 2024. The contract falls under the NAICS code 541511, which pertains to custom computer programming services, indicating the specialized nature of the software integration involved. The contract is managed by the Maintenance Contracting Office of the Department of the Air Force, with key contacts including Adam Hudson and Valerie Evans. The procurement emphasizes the critical need for the specific SIMPLE addon to enhance the existing BOSS system, which is already operational in the C-130J software integration lab. The overarching goal is to ensure continued compatibility and performance of the system, leveraging the proprietary and exclusive offerings of Curtiss-Wright to meet the Air Force's minimum needs.

Full Description

The Air Force's minimum needs can only be satisfied by the Original Equipment Manufacturer (OEM), Tactical Communications Group, LLC (TCG), a Curtiss-Wright Company, listed in the market research. From this market research, it is proven that TCG is the only known sole source that can fulfill this procurement. Due to the nature of this acquisition and the proprietary design of the SIMPLE Interface for BOSS System, TCG does not have any authorized distributors and is the only source that can fulfill this award. The C-130J software integration lab already owns a BOSS system and needs to purchase the additional SIMPLE addon. The add-on is only available from Curtis-Wright, the owner of the commercial BOSS software. Curtis-Wright does not allow third party plugin development, thus there are no alternatives for purchasing add-ons. The only possible alternative would be to replace BOSS with a different vendor's commercial software packages.
