(VI) Description of requirements is as follows: STATEMENT OF NEED (SON) DEPARTMENT OF COMMERCE (DOC) NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA) NATIONAL MARINE FISHERIES SERVICE (NMFS) NORTHWEST FISHERIES SCIENCE CENTER (NWFSC) FOR ULTRA VIOLET LIGHT DISINFECTION UNITS FOR REDFISH LAKE SOCKEYE SALMON SEAWATER CULTURE FACILITY Organization: The NWFSC/NOAA government agency charged with the mission of stewardship for living marine resources. Background: The Bonneville Power Administration provided the Northwest Fisheries Science Center with a seawater pumping facility for the culture of Columbia River Salmon stocks listed as Endangered or Threatened under the United States Endangered Species Act. Ultraviolet disinfection is a crucial component of this seawater processing system with a proven track record of reducing the pathogen risk to these captive broodstocks cultured at the Manchester Research Station. The existing Ultraviolet disinfection units have a good track record of removing most pathogens from the water supply, but they are aging, obtaining service is difficult and obtaining replacement parts is now coming into question. In order to provide additional assurance the water is properly processed before being sent to the ESA listed stocks a new Ultraviolet disinfection system has to be developed. The new system should provide for redundant units that pass water through them serially. This will ensure proper seawater disinfection should either unit fail. It will also allow for one unit to be taken off line for repairs without reducing water flow or falling below the minimum dosage. This will require either two or more units installed in series and the proper plumbing that allows a unit be shut down and removed for repairs without taking its backup serial partner(s) offline. Currently it is envisioned two units in series or four units in two series would serve the government's needs. Purpose: It is the government's intent to buy Line Item 1 or Line Item 2, but not both. See attachment. Line Item 3 is a purchase option. Line Item 1: Purchase two Ultraviolet Disinfection units that can each provide a 80 mj/cm2 dose of UV light to 1,500 gpm of seawater with a UVT of 80% Specifications: a. The two units must each be able to handle a minimum of 1,500 gpm of seawater b. Each unit must provide a minimum dose of 80 mj/cm2 with a 1,500 gpm seawater flow and a 80% UVT. c. Expected bulb life before minimum dosage is reached should be on year or greater. d. All units should be fully operational whether they are installed vertically or horizontally. e. All units must be suitable for installation and operation in both indoor and outdoor locations. f. As they will be processing seawater and be used in areas where seawater mist and splash is possible the units must be corrosion proof. g. All units must have a schedule 80 modified PVC plastic construction. The PVC housing must be suitable for use in outdoor locations with full sunlight exposure. h. All units must have single-End UV lamp and quartz sleeve access for easy servicing. i. All units must have a watertight design that protects all electrical hardware from water-damage. j. All units must work with a 50/60 HZ capable power supply. k. All units must operate on a 230 Volt VAC. l. Each unit must have less than 10 Kw draw. m. The vessel body of each unit should be less than 100 inches long. n. The vessel body of each unit should be less than 20 inches in diameter o. The input and output flanges should be 14 and 18 inches in diameter p. The UV vessel body and controls must be connected by lamp cables that are at least 20-foot long. q.
