Full Description

The Social Security Administration (SSA) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.501 (a), on a sole source basis with Information Builders resellers for the purchase of 5 copies of Web Focus Portal (Part Number IB-WPULV7.6-100 users and Maintenance, and Part Number IB-WPULv7.6M-100 users). SSA is in the process of expanding the features and capacity of its Web FOCUS environment, which due to limitations with other Windows based reporting tools, SSA anticipates a high demand for Web FOCUS Portal, which is a mainframe-based tool. The anticipated user base includes numerous Agency components. Currently, SSA has multiple WebFOCUS software components installed on a mainframe computer, and requires additional licenses provide 500 enhancements to create executive dashboards and allow our analysts to analyze the data using the dashboards. Agency requirements are also predicated upon the need to comply with NIST and OMB security mandates to protect critical level 3 rated internet applications utilized by SSA business partners, other government agencies, and potentially citizens. SSA conducted market research to locate alternative sources of supply for these products and the research resulted in Information Builders being the only vendors able to meet the Government needs. WebFOCUS is proprietary software licensed by Information Builders, Inc. As such, Information Builders, Inc has exclusive rights and does not authorize other entities to maintain its WebFOCUS software. This notice is not a request for competitive proposals. This is a notice of intent to negotiate on a sole source basis with Information Builders resellers for the purchase of additional Web Focus software and maintenance services. At this time, the Government intends to issue a firm-fixed purchase order. Any responsible firm that feels it has the capability to provide the necessary products to meet this requirement may respond in writing no later than December 31, 2008, with capability statements and information describing in full detail their products to accomplish SSA's objective. Capability statements must fully detail the respective firm's specific technical specifications. Interested parties that feel they can provide these products shall respond by submitting their capability statement by e-mail to Valerie.Jones@ssa.gov. All responses shall be marked CAPABILITY STATEMENT. The Government does not intend to pay for information provided in response to this publication. Information received is solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. If no responses are received by the cutoff date above, the SSA will proceed with negotiations with Information Builders resellers. Telephone calls will not be accepted, nor will they be returned.
