Purple Heart Poplin and Capri Breeze Poplin-Tabor City Sewing Plant

The North Carolina Department of Adult Correction is seeking bids to establish an Agency Specific Term Contract for the as-needed delivery of Purple Heart Poplin and Capri Breeze Poplin fabric. These materials will support the Correction Enterprises Sewing Plant in Tabor City, North Carolina, with estimated annual quantities of 20,000 yards for each fabric type. The contract is awarded based on the best value to the State, evaluating factors such as cost, completeness, and vendor responsibility. Bidders must submit their proposals through the NC eProcurement Sourcing Tool by November 4, 2026, and provide a minimum two-yard head end sample of the proposed product for evaluation. Deliveries must be made Free-On-Board Destination to the Tabor City Sewing Plant within 30 calendar days of a purchase order. Strict packaging requirements are in place, including 200 yards per roll on 2 to 2.5 inch cardboard tubes, palletized with dividers and shrink wrap. All shipments must include English labels, packing slips, Safety Data Sheets for initial deliveries, and certified lab test reports confirming weight and compliance with the Flammability Fabrics Act. Vendors are required to be registered with the NC Secretary of State and must adhere to a drug-free workplace policy and PREA national standards.
