White Twill Fabric-Tabor City Sewing Plant

The North Carolina Department of Adult Correction (NCDAC) is soliciting bids to establish an Agency Specific Term Contract for the procurement of first-quality White Twill Fabric to support the Tabor City Sewing Plant. This contract is intended to provide fabric on an as-needed basis for the manufacturing of NCCE products and services, with an estimated quantity of 150,000 yards. The fabric must meet strict technical specifications, including a 65% polyester and 35% cotton composition, an optical white color matching Pantone #11-0601 TCX, a 2 x 1 twill construction, and a minimum weight of 7.2 oz/sq yd. Additionally, the material must comply with the Flammability Fabrics Act, Part 1610. The initial contract term is set for three years, and the award will be made to the responsive bidder offering the lowest price that meets all specified requirements. Vendors are responsible for several critical delivery and documentation standards. Each shipment must be accompanied by a detailed lab test report from a certified laboratory verifying weight and compliance, as well as a Safety Data Sheet for the initial delivery. Fabric rolls must be palletized, stabilized with dividers, shrink-wrapped, and labeled in English with specific purchase order and vendor information. Failure to adhere to these packaging and labeling requirements, or failure to pre-arrange delivery appointments, may result in shipment rejection. Bids must be submitted through the Sourcing Tool by the October 15, 2026, deadline, and a minimum two-yard sample must be provided. Selected vendors must also comply with various state mandates, including E-Verify requirements, alcohol and drug-free workplace policies, and reporting obligations regarding sexual harassment or abusive behavior within correctional facilities.
