The Army Contracting Agency at White Sands Missile Range intends to procure software maintenance services specifically for the PV-WAVE Foundation and Visual Exploration floating license on UNIX or Linux platforms. This procurement will be conducted on a sole source basis under FAR 6.302-1 and 10 U.S.C. 2304(c)(1) to the original equipment manufacturer, Visual Numerics, located in Westminster, Colorado. The rationale behind the sole source award is that Visual Numerics holds proprietary intellectual and copyright rights to the software, making them uniquely qualified to provide uninterrupted critical mission support. The contract is set aside entirely for small businesses, aligned with the NAICS code 541511 and a size standard of $21 million. The acquisition will follow several applicable Federal Acquisition Regulation (FAR) provisions and Defense FAR Supplement (DFARS) clauses to ensure compliance with statutory and executive requirements. While this notice does not constitute a formal invitation for bids, proposals submitted by the stated deadline will be considered to determine whether a competitive procurement is advisable. Interested parties must be registered in the Central Contractor Registration (CCR) system to be eligible for award. The designated point of contact for this procurement action is Joan A. Jojola, who can provide further assistance regarding submission and procedural details.
