AI Contract Overview
The Department of Defense through Naval Surface Warfare Center Crane is seeking a new supplier to develop and demonstrate a pyrophoric special material decoy countermeasure currently produced by Alloy Surfaces, which has ceased operations. This decoy is critical for naval, air force, and army platforms, used both independently and in tandem with existing onboard countermeasures to enhance survivability against threats. With no government-owned technical data package or active commercial supplier, the absence of this capability poses a significant operational risk, prompting the urgent need to establish a reliable alternate source. The solicitation, titled Pyrophoric Device Demonstration with number N0016426SNB81, invites qualified entities to submit proposals for demonstrating a functional replacement that meets the performance, safety, and compatibility standards of the original system. The opportunity is open to all potential vendors without set-aside restrictions, classified under NAICS code 325998 for other chemical product and preparation manufacturing. Proposals must be submitted by July 6, 2026, with the solicitation posted on June 9, 2026. Performance will be primarily based at Crane, Indiana, where the technical oversight and evaluation will be conducted by the Navy’s NSWC Crane facility. Primary point of contact for technical inquiries is Bradley Axsom, with Judy Blanton available as a secondary contact. The successful contractor will be tasked with not only developing a viable alternative but also ensuring the transition can be scaled for full-rate production to sustain this essential defensive capability across all three services.

Full Description
The Joint Services (Navy, Air Force, & Army) requires a special material decoy (SMD) countermeasure to use independently or in conjunction with onboard countermeasures. The current SMD (pyrophoric) countermeasures were developed and produced by Alloy Surfaces, which has intellectual proprietary rights to the decoys. Alloy surfaces have decided to close their business which leaves the DoW without a producer of pyrophoric countermeasures. Without having an active supplier or a GOV owned TDP of pyrophoric devices, the DoW has a major need to develop a new source for this crucial countermeasure capability.
