The West Palm Beach Veterans Affairs Medical Center intends to enter into a sole source contract with Florida's Blood Centers, Inc. for continuous blood product delivery services from October 1, 2011, through December 31, 2011, with an estimated cost of $150,000. This sole source action is justified under the Federal Acquisition Regulation because Florida's Blood Centers is the incumbent provider and the only responsible source capable of ensuring uninterrupted service during the transition to a new long-term contract. The existing contract expires on September 30, 2011, and since a competitive procurement process is underway but requires several higher-level and legal reviews—taking up to six to eight weeks to complete—an interim contract is necessary to avoid any lapse in critical services. The decision to proceed with the sole source contract stems from the need to maintain continuous blood product delivery without disruption to the medical center's operations. The new procurement involves a Federal Supply Schedule solicitation currently in progress, but due to processing time and possible revisions, extending the incumbent's contract is the only viable option to ensure service continuity. The contract aligns with FAR regulations authorizing non-competitive awards in cases where only one source can fulfill the government’s requirements. Public comments on this action were invited by September 30, 2011, although no competing responses are being solicited, and the final justification will be made publicly available after contract award.

Full Description

In accordance with Federal Acquisition Regulation (FAR) Part 5.201(b)(1)(i), this is a notice of the West Palm Beach Veterans Affairs (VA) Medical Center's intent to enter into a sole source contract with Florida's Blood Centers, Inc. to provide continuous blood product delivery services at the West Palm Beach VA Medical Center from October 1, 2011 through December 31, 2011. This action is authorized by FAR 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. The estimated cost is $150,000. This action is necessary due to a pending competitive procurement for a long-term contract to provide these services, the transition time that may be necessary to allow for a new contractor, and the unacceptability of a lapse in continuous service. The current contract for blood product delivery services is with Florida Blood Centers, Inc. and expires on September 30, 2011. A competitive Federal Supply Schedule procurement is currently in progress to provide a new long-term contract for these services at the West Palm Beach VA Medical Center. The solicitation requires 3 higher level reviews plus a legal review which will demand up to 4 weeks of processing time, not counting an additional 2 to 4 weeks to address any required revisions. An interim contract is necessary to provide continuous service. Due to the need for adequate transition time and procurement evaluation, Florida Blood Centers Inc., the incumbent service provider, is the only possible source for providing these services until the new contract is established. In light of this situation, the currently proposed acquisition is required to avoid an unacceptable break in service. Due to the need for adequate transition time and procurement evaluation, Florida's Blood Centers, Inc., the incumbent service provider, is the only possible source for providing eyeglass dispensary services until the new contract is established. Responses are not being solicited to this notice. Any comments should be submitted by September 30, 2011 to contact@example.gov. The approved justification document will be posted following contract award.

These resources include the National Clinical Trials Network Biobanks, which support the NCTN and the Community Oncology Research Program, and the Early-Phase and Experimental Clinical Trials Biospecimen Bank, which supports the ETCTN and other early-phase experimental trials. The primary objective is to maintain national infrastructure for the collection, processing, storage, and distribution of high-quality, clinically annotated human biospecimens to enable translational cancer research, biomarker development, and the study of drug response and resistance. Eligible organizations must submit applications by February 12, 2027, to be considered for funding. All submissions will undergo a standard NIH peer-review process, and only meritorious applications will be selected. These banks are essential for linking biospecimens to clinical outcome data from large multi-site trials and supporting the development of novel cancer therapies through pharmacokinetic and pharmacodynamic analyses.
