The contracting department at FISC Norfolk, Philadelphia Office, plans to procure the continuation of HIV testing services for the Department of the Navy through a sole source contract extension with Viromed Laboratories. This action is intended to maintain uninterrupted HIV testing coverage under the existing contract until a resolution is reached regarding a GAO protest related to a competitive follow-on solicitation. The services include initial HIV screening using FDA-licensed ELISA tests, followed by confirmatory Western Blot testing for reactive specimens, with additional retroviral or molecular testing performed as needed. The Navy expects to submit roughly 60,000 to 70,000 specimens monthly from approximately 1,300 submitting activities, with confirmatory testing required for no more than one percent of those samples. The contract extension is planned for a four-month base period starting April 1, 2008, through July 31, 2008, with two optional one-month extensions potentially extending the contract through September 30, 2008. The modification will be issued as a firm fixed-price contract and is being conducted under the sole source authority outlined in FAR 6.302-1. The applicable NAICS code for this procurement is 621511, with a corresponding size standard of $12.5 million. The contracting officer handling this action is Leanne W. Hanger, and the procurement ensures continuous access to vital HIV testing services supporting naval operations during the protest resolution process.

Continuation of the required HIV testing services is needed in order to ensure no lapse in contractual coverage until resolution of a request for reconsideration relating to a GAO protest ruling issued under competitive, follow-on solicitation N00189-07-R-Z027. The required HIV testing services include, but are not limited to, initial screening for HIV using an FDA-licensed Enzyme Linked Immunosorbent Assay (ELISA) test derived from whole viral lysate or a combination whole viral lysate and recombinant proteins. Specimens found repeatedly reactive by screening ELISA shall be retested utilizing an FDA-licensed Western Blot (WB) technique to confirm reactivity with HIV specific viral polypeptide. On a case-by-case basis, the Contractor shall perform additional retroviral assays, and/or tests of a molecular level to confirm positivity. The Navy estimates submitting approximately 60,000 to 70,000 specimens per month for initial HIV-1 ELISA screening from approximately 1300 submitting activities (SA), of which not more than one (1) percent will require confirmatory or supplemental testing. The period of performance for the resultant extension will consist of a four month base, commencing 01 April 2008 through 31 July 2008, plus two (2) additional one-month option periods to extend the term of the resultant contract through no later than 30 September 2008, if all options are exercised. Issuance of a Firm Fixed Price contract extension modification is anticipated. The proposed contract action is for services which the Government intends to solicit and with only one source under the authority of FAR 6.302-1. Numbered note 22 applies. The applicable NAICS and size standard are 621511 and $12.5 Million respectively.
