This is a revised pre-solicitation announcement to notify the market of an upcoming solicitation whereby, the VAPHS intends to solicit and award a firm-fixed price contract for management of a regional multi-state Durable Medical Equipment effort. It is anticipated the solicitation will be issued on or about January 25, 2011. The contractor will provide a comprehensive Durable Medical Equipment (DME) program furnishing all labor, equipment, materials and facilities necessary for pick-up, delivery, cleaning, repair and storage of beneficiary items for the authorized veterans of the VA Pittsburgh Healthcare System (VAPHS). The base contract period will be from March 1, 2011 through February 29, 2012, with up to four option years all subject to the availability of funds. Offerors are advised that they are responsible for obtaining all amendments and performing in accordance with all specifications, schedules, terms and conditions of the pending solicitation. Contractor will transport DME and educate patients in nine (9) Pennsylvania Counties: Allegheny, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington, and Westmoreland; four (4) Ohio Counties: Belmont, Columbiana, Harrison, and Jefferson; and two (2) West Virginia Counties: Hancock and Marshall. Minimal deliveries (20 per year) may be required to Armstrong, Mercer and Venango Counties in Pennsylvania, and Monroe, Brook counties in West Virginia. Approximately 60% of DME transports are within Allegheny County with the remaining 40% of transports distributed among Ohio and West Virginia Counties. As it is impossible to determine the exact quantities that will be required during the contract terms, it is estimated that the items listed below will be required each year during the contract period. 1100 Vehicle transports of DME within 15 counties listed above, 20 Vehicle transports of DME outside of 15 counties listed above, 120 Vehicle transports of DME to/from VA Pittsburgh Healthcare facilities (University Drive, Highland Drive, Heinz), 450 Installations of assistive equipment and 400 Vehicle transports to reclaimed DME. The VA will not be held liable to order the quantities listed. Effort will require pick-up/delivery of equipment in the homes of beneficiaries or other designated points in accordance with standards established by The Joint Commission (TJC) or equivalent for home care. Contractor shall be TJC accredited at the servicing location prior to contract award. The purchase of Durable Medical Equipment is "NOT" a part of the contract.
