The U.S. Department of Energy's Office of Health, Safety and Security plans to award a sole source contract to Air Techniques International for independent inspection and testing of High Efficiency Particulate Air (HEPA) filters. These services involve pre-operational verification of filter characteristics to determine acceptance or rejection and must meet stringent Nuclear Quality Assurance (NQA-1) standards. ATI is currently performing these services under a contract set to expire in September 2013, and is uniquely qualified due to its certified quality assurance program, specialized facilities, equipment, and personnel. The sole source award is justified by ATI being the only known provider capable of meeting the DOE’s nuclear-grade filter inspection and testing requirements without risking unacceptable delays. The contract will span five years, including a 12-month base period plus four one-year option periods. The statutory authority allowing this sole source procurement is based on the fact that no other suppliers can fulfill the DOE’s requirements adequately. This notice serves as an intent rather than a solicitation; however, interested firms with objections to the sole source approach may submit capability statements and pricing information by a specified deadline for consideration. Any decision to open the procurement to competition remains at the Government’s discretion. The NAICS code associated with this requirement is 541380, linked to specialized testing services.
