Full Description

The VISN 11 Network Contracting Office (NCO 11) hereby gives notice of intent to award a sole source contract to First Community Care, LLC, 2957 Venture Drive, Midland, MI 48640-8906 to continue to provide Veterans of VISN 11 facilities in Ann Arbor, MI, Detroit, MI, Ft. Wayne, IN, Marion, IN and Indianapolis, IN with Home Oxygen services. NCO11 intends to negotiate with only source under authority of FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. First Community Care, LLC is the incumbent contractor and the only agency with the capability to provide the required services at this time. A long term base plus four option years Home 0xygen contract (VA251-14-R-0048) is currently being developed for VISN 11 facilities in Ann Arbor, MI, Detroit, MI, Ft. Wayne, IN, Marion, IN and Indianapolis, IN but will not be in place before the expiration date of the current Home 0xygen contract. A sole source interim contract needs to be created utilizing the existing contractor to eliminate a break in service. Please do not request a copy of a solicitation. This notice is neither a request for competitive proposals, nor is it a solicitation of offers. Any response to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and any capability statement provided must address services listed above. Written communication received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received on or before April 20, 2014, the contract will be awarded without further notice. No telephone inquiries will be accepted. Inquiries will only be accepted via email at contact@example.gov. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
