The Department of Defense, through the TRICARE Management Activity, is conducting market research regarding a potential future contract for providing dental insurance services under the Active Duty Dental Program (ADDP) for Active Duty Service Members in the United States and certain territories. This request is strictly for comments on a draft Statement of Work (SOW) and is not a solicitation for proposals or quotations. The goal is to gather industry feedback on the draft SOW's scope, level of detail, incorporation of standard commercial practices, and the feasibility of its performance objectives and incentives. Input is sought in broad, nonproprietary terms to help shape the requirements for dental services, which will include claims processing, payment, and network management. The Government is particularly interested in receiving feedback on the inclusion of a nationwide network of credentialed dental providers with favorable fee schedules, provisions for handling claims from non-network providers in remote areas, and the requirement for preauthorization of certain claims. The benefit structure is expected to cover a full range of dental procedures, with the contractor responsible only for payment based on authorized procedures exceeding a specified dollar amount, without making benefit determinations. Comments are to be directed to the program specialist via email or mail, and the Government plans to review submissions promptly, aiming to finalize requirements within approximately 30 days. No public responses or phone discussions will be conducted as part of this market research effort.

As part of its market research, the Government is seeking industry input with regards to its draft statement of work (SOW) which may be found under - Market Survey Special Notice, Reference Number 05-ADDP on the TRICARE Website at http://www.tricare.osd.mil/contracting/healthcare/index.cfm Comments are solicited as to whether the language included in the draft SOW is sufficiently descriptive/detailed and broad enough in scope, includes applicable and necessary standard industry/commercial practices, and establishes reasonable objectives and obtainable standards that can be measured and used in conjunction with possible performance incentives.
