AI Contract Overview
The Bureau of Indian Affairs, Northwest Regional Office, on behalf of the Southwest Regional Office’s Office of Justice Services District IV, intends to award a sole source firm-fixed price contract to the University of New Mexico for autopsy and forensic pathology services under FAR 6.103-1 and 41 U.S.C. 1901. These services are essential for four agencies in the Southwest Region to determine the cause of death in cases involving homicide, suicide, unattended deaths, and the discovery of human remains where natural causes are not involved. The University of New Mexico is identified as the only responsible source capable of providing these specialized services, as it currently serves the entire state of New Mexico and is relied upon by all law enforcement agencies within the state for forensic pathology support. No other provider can meet the agency’s functional requirements, justifying the sole source procurement. This action is not a competitive solicitation, no technical questions will be answered, and no formal solicitation document is available. The acquisition is classified under NAICS code 621511 for Medical Laboratories, with the solicitation number DOIAFBO260077 and a posted date of June 17, 2026. Contracting Officer Brian Roberts, reachable at brian.roberts@bia.gov, is the point of contact for any challenges to the sole source intent. Any firm wishing to contest the decision must submit a capability statement and detailed pricing information by 12:00 pm Pacific Time on June 22, 2026. The contract will be performed in support of agencies within the Southwest Region, though specific delivery locations and performance timelines are not detailed. No contract value, payment terms, invoicing methods, inspection criteria, or administrative data such as a COR/COTR have been provided, as the document is a pre-solicitation notice and not a finalized contract. The procurement is classified as a special notice with no set-aside provisions, and all standard contract clauses, evaluation factors, and delivery schedules are excluded because no competitive bidding process is being conducted.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS
Prepared in accordance with FAR Part 5
The Bureau of Indian Affairs (BIA), Northwest Regional Office (NWRO) on behalf of the Southwest Regional Office (SWRO), Office of Justice Services (OJS) District IV intends to enter into a sole source firm-fixed price contract with the University of New Mexico for autopsy and forensic pathology services under the authority of FAR 6.103-1 and 41 U.S.C. 1901.
Office of Justice Services (OJS) District IV requires autopsy and forensic pathology services. Autopsy and forensic pathology services are required for four (4) agencies in the
Southwest Region to determine the cause of death for individuals in cases where the cause is not related to natural causes or where human remains have been found. These services
are necessary to accurately determine the cause of death in homicide, suicide, unattended death investigations and the discovery of human remains. Without these services, criminal
investigators will be unable to perform their duties efficiently in any and all death investigations and will struggle to provide necessary evidence for legal proceedings and
prosecution. The University of New Mexico provides these services for the entire State of New Mexico. All Law Enforcement Agencies across the state rely on the University of New Mexico for these specialized services. The University of New Mexico is the only responsible source and no other supplies or services will satisfy agency requirements.
No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 621511 Medical Laboratories. If a firm believes that BIA should not pursue this procurement, it should submit a capability statement and pricing information for this requirement by 12:00 pm Pacific Time, 22 June 2026. Please contact Brian Roberts, Contracting Officer, via email at brian.roberts@bia.gov.
