The Department of Veterans Affairs, specifically the VISN 17 Network Contracting Activity, plans to award a sole source, firm fixed price contract to Prometheus Diagnostics, located in San Diego, CA, for Laboratory Fee Basis Testing services at the Valley Coastal Bend Medical Center in Harlingen, TX. The contract falls under NAICS code 541380 and is authorized by 41 U.S.C. 253(c)(1), allowing for non-competitive procurement due to the unique capability of Prometheus Diagnostics to meet the specific service requirements currently in use at the medical center. This notice serves as an intent to award rather than a solicitation and does not make a solicitation package available. However, other vendors that believe they can meet the government's needs may submit written notifications by September 29, 2014. Any such submissions must provide strong evidence that competition would benefit the government.
