Q -- Updating information from the 2002 database

The Centers for Medicare & Medicaid Services (CMS) intends to negotiate and award a sole source contract to AdvanceMed, a CSC company pursuant to the authority FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. As a continuation of previous developmental work, AdvanceMed will update the information from the 2002 database which they developed for CMS, to inform CMS of trends in therapy utilization and continue analysis of alternative payment options as CMS develops a recommendation for Congress. Under a previous contract AdvanceMed developed algorithms necessary to extract information from the very large volume of therapy claims, analyzed utilization in 2002 data, identified potential edits, created classification system and proposed a global approach to limiting payments. This contract will have a twelve month period of performance. This notice is a notice of intent to negotiate and award a contract to AdvanceMed and should not be considered a request for proposals. All responsible sources may submit a capability statement that will be considered by the agency. The statement must demonstrate that the firm(s) has capability to perform the required work. All capability statements must be submitted via email to Herman L. Harris at HHarris@CMS.hhs.gov on or before August 10, 2005. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. CMS will not reimburse costs for submission of capability information.
