This announcement is a market research effort by the Department of Veterans Affairs (VA) to identify qualified businesses interested in providing optical services and eyeglass supplies for Veterans at select VA Medical Centers and Community Based Outpatient Clinics within VISN 6. It is not a request for proposals or an offer to award a contract but is intended to gauge the capabilities and size classifications of potential contractors under NAICS Code 446130. The VA seeks contractors able to staff optical shops located in designated spaces within six medical centers and several outpatient clinics, providing eyeglass frame selection, lens fabrication, fitting, and minor repair services for eligible Veterans at no cost to them or the Government. Contractors must comply with all applicable licensing, safety codes, and product standards, including Federal regulations on ophthalmic lenses and frames, and must provide a specific range and quantity of frames for display at each site. Interested sources must demonstrate their experience and ability to meet contract requirements, including employing licensed opticians during standard business hours, furnishing and maintaining repair kits, and ensuring quality compliance with ANSI and FDA standards. Contractors are also responsible for supplying eyeglass cases and care instructions with each pair of glasses. Potential vendors must submit capabilities and business socio-economic information, including registration in SAM and, if applicable, VetBiz, by the specified deadline to assist the VA in planning future acquisitions. Responses will inform whether a formal solicitation is issued but do not commit the Government to any contract award.
