This contract supports the ongoing Million Veteran Program (MVP), which has processed samples from over 800,000 veterans, including 700,000 genotyping samples and thousands of methylation and metabolite analyses. The data generated is actively used by over 31 research teams investigating various diseases. The continuity of this work is critical to maintain consistency in procedures and batch variation below 1%, ensuring the statistical validity of the data across the entire cohort. The work requires ongoing DNA quality checks and genotyping using the Thermofisher Axiom platform with VA custom chips, protocols, and procedures, all performed in facilities within the continental United States. The contractor must maintain stringent quality metrics including a genotyping call rate above 97% and reproducibility above 99%, utilize custom sample tracking with barcoding compatible with the VA's Laboratory Information Management System (LIMS), and run all approved custom controls without deviation. Security clearance through NACI low-level background investigations and compliance with VA IT Security requirements are mandatory to prevent any service delays. This sole source designation falls under FAR 6.302-1, allowing the VA to contract without competition, though interested parties may submit capability statements by March 11, 2020, for consideration.
