The Department of Veterans Affairs (VA) Office of Research and Development plans to negotiate a sole source contract with BioStorage Technologies, Inc. to provide continued high-throughput genotyping array, DNA methylation, and proteomic analysis for the Million Veteran Program (MVP), an ongoing medical study analyzing molecular data from veteran participants. The MVP has processed samples from over 800,000 veterans, generating data used by more than 31 research teams investigating a broad range of diseases such as PTSD, Gulf War Syndrome, cardiovascular disease, and dementia. Continuity in the study’s protocols and processing is critical, as the contractor must maintain current Exome Genotyping procedures, use VA-approved technology and reagents, and meet stringent performance metrics for genotyping accuracy and reproducibility. The contractor is required to have laboratory facilities within the Continental United States and demonstrate strict adherence to VA-approved SOPs, quality assurance and control measures, electronic sample tracking with barcoding, and comprehensive audit trails for sample handling. All personnel involved must meet security clearance requirements, and any changes to workflows or procedures require prior written approval from the VA program manager. This is a sole source procurement under FAR 6.302-1, with no request for competitive proposals; however, capable parties may submit a capability statement by the specified deadline for consideration. The work will be performed at the contractor’s facility and supports the ongoing data quality and research of the VA’s MVP initiative.
