Q301--INTENT NOTICE: Indy Esoteric STAT Testing Richard L. Roudebush VA Medical Center Indianapolis, IN

The Department of Veterans Affairs, Network 10 Contracting Office, in accordance with RFO 6.103-1, intends to negotiate on a sole source basis a base year plus four, one (1) year, option years contract with Indiana University Health, Inc, 340 W 10th St, Indianapolis, IN to provide the Esoteric STAT Testing services for the Pathology and Laboratory Service located at the Richard L. Roudebush VA Medical Center, Indianapolis, IN. Applicable NAICS Code is 621511, and Size Standard is $41.5 Million.
Contractor shall provide esoteric STAT testing services to include Anatomic Pathology, Chemistry, Molecular Biology, Coagulation, Hematology and STAT testing for time-sensitive specimen samples that are too unstable for long-distance transportation to be completed within one (1) hour of collection of sample per VHA Directive 1101.13(1) Appendix B, and testing of specimen samples that are too unstable for long distance transportation in case of instrument failure. Period of performance October 1, 2026, through September 30, 2027, in strict accordance with the Performance Work Statement and all schedules, specifications, terms, conditions and provisions of the contract. This notice of intent is not a request for competitive proposals, solicitations, or request for offers. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence which includes pricing that competition would be advantageous to the Government and response must show capability of full conformance to VHA Directive 1101.13(1) Appendix B or it will not be considered.
