The U.S. Department of Veterans Affairs, through the 252-NETWORK Contract Office 12, anticipates awarding a sole-source contract to HGS ENGINEERING, INC., a certified and verified Service-Disabled Veteran-Owned Small Business, for Dental Water Testing Services at the Clement J. Zablocki VA Medical Center and Milo C. Huempfner VA Healthcare Center Dental Clinics in Milwaukee and Green Bay, Wisconsin. This procurement is conducted under the authority of Public Law 109 Section 502 and VAAR 819.7008, which permits non-competitive awards to SDVOSBs when the anticipated contract value, including options, does not exceed $5 million and certain conditions are met. The requirement has been synopsized and documented in accordance with FAR Part 5, and a written justification and approval compliant with FAR 6.303 and 6.304 has been prepared. The NAICS code for this acquisition is 541380, and the solicitation number is 36C25226Q0542, with a response deadline of June 23, 2026. This notice serves as an announcement of intent and is not a request for competitive proposals. No detailed statement of work, pricing, performance schedule, or inspection criteria are included in this preliminary notice, as it is a standalone intent-to-award announcement rather than a full solicitation. All eligibility and responsibility determinations will be confirmed prior to contract award, ensuring compliance with federal and VA regulations governing SDVOSB sole-source procurements.
