The Veterans Integrated Services Networks (VISN) 04 Office intends to negotiate a sole source order under the authority of FAR 6.3 (Other Than Full and Open Competition) for Human Leukocyte Antigen (HLA) tissue typing laboratory services to UPMC Presbyterian. The draft Performance Work Statement for this action is attached. Simplified Acquisition Procedures will be used, and the resulting contract will be a firm fixed-price open market order. The NAICS Code is 621511. This special notice serves as notice of intent to award a sole source a contract and is not a request for competitive proposals and is not a solicitation or a request for offers. A determination by the Government not to compete this procurement is solely within the discretion of the Government.
