Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a 12-month base period with Crown Bioscience, Inc, located at 16550 W Bernardo Dr, Ste. 525, San Diego, CA 92127 to obtain research services to determine the effects of drugs against patient-derived liver tumors in a murine model. This is the only company that has the adequate experience in this project work. This company has more than 100 Liver PDX models and a few of these tumors have been validated for DCLK1 expression and growth kinetics and tested with some standard of care therapies. The models undergo quality control regularly to make sure there is no drift. Crown Bioscience also provides RNAseq data for all of their PDX models, which defines signaling pathways and cell phenotypes in the tumors. This unique tool and expertise are available only at Crown Bioscience. Crown Bioscience, Inc. is the only vendor that can provide the specialized continued research services required. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 541380 with a $19MIL size standard. The PSC is Q301. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. Interested persons may contact the Contracting Officer via email at contact@example.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
