Quadrupole-Orbitrap Hybrid Mass Spectrometer

The Food and Drug Administration’s Human Foods Program is seeking a firm-fixed-price contract for the acquisition of a newly manufactured Quadrupole-Orbitrap Hybrid Mass Spectrometer, exclusively reserved for small businesses under NAICS code 334516 with a size standard of 1,000 employees. The instrument must be delivered, installed, and fully operational at the FDA’s College Park, Maryland facility no later than September 30, 2026, and must include on-site trade-in and deinstallation of legacy equipment, an uninterruptible power supply, maintenance kits, consumables, a one-year parts-and-labor warranty, and three days of instructor-led training for FDA personnel. The solicitation mandates that the system meet stringent manufacturer performance specifications including resolving power up to 480,000 FWHM, acquisition speed up to 70 Hz, and a dynamic range of five orders of magnitude, with acceptance determined solely by the government upon successful demonstration of compliance. Offers are evaluated under a lowest price technically acceptable methodology, where technical acceptability is a pass/fail criterion based on meeting all salient characteristics, and award will go to the lowest-priced offeror who satisfies these requirements.
