Full Description

This acquisition is for engineering services for qualification testing of the prototype FQT and FQI, part numbers 201214654 and 201216120 respectively which are all applicable to the C-5B Fuel System. The extent of testing required shall be determined by fulfillment of the Original Manufacturer's (OEM's) qualification procedure TPL-388, Qualification Test Procedure for Lockheed C-5B Fuel Indicating System Indicators. The Government intends to issue a Firm Fixed Price Task Order under Basic Ordering Agreement (BOA) FA8509-12-G-0001 to Mercer University Research Center (MERC), 135 Osigian Boulevard, Warner Robins, GA, 31098 for the services described herein. CAGE code 1WDH9. Period of Performance is nine (9) months. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 - (3) as implemented by FAR 6.302-3: "Industrial Mobilization, Engineering, Developmental, or Research Capability, or Expert Services." The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-3 (a)(2)(ii) states: "full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to establish or maintain an essential engineering, research, or developmental capability to be provided by an educational or other non-profit institution or a federally funded research and development center."
