Qualified Vendor List (QVL) for Tree Work Services

The City of Tucson is seeking qualified contractors to establish a Qualified Vendor List (QVL) for routine and on-call urban forestry services on public property. This open and continuous solicitation remains active through March 16, 2031, with proposals reviewed biannually in March and September. The scope of work is divided into three primary service groups: mature tree maintenance, including structural pruning and emergency storm response; tree planting and young tree maintenance; and professional consultation, outreach, and data collection. All work must align with the City's Community Forest Action Plan, the 2023 Tree Care Standards, and ANSI A300 and Z133.1 standards, with tree topping explicitly prohibited. Successful vendors will be awarded contracts for an initial one-year term, with the City holding the option to extend for up to four additional one-year periods. Evaluation is based on the contractor's method of approach and their staff's qualifications, specifically requiring certifications such as ISA Certified Arborist or ISA Tree Risk Assessment Qualification. Because the project may involve federal funding from ARPA, HUD, and the FTA, contractors must adhere to stringent federal regulations, including Davis-Bacon prevailing wage rates, Buy America certifications for high-value procurements, and Section 3 employment priorities for low-income persons.
