San Poil Forest stocking Survey 2027

The Confederated Tribes of the Colville Reservation, through San Poil Forestry, is soliciting bids for five stocking survey contracts (SP-01-SSUR-27 through SP-05-SSUR-27) to be performed on the Colville Indian Reservation. The scope of work covers approximately 1,443 acres and 2,241 plots across the .30 mile, Swawilla, Summit North, and Williams Flats areas. Contractors are required to conduct survival and stocking surveys, submitting a detailed work plan that includes estimated daily acreage and completion schedules. Performance is measured by a Contract Officer's Representative (COR) who inspects at least 20 percent of plots; an accuracy rate of 85 percent or greater is required for acceptance, while full payment is tied to an accuracy rate of 95 percent and above. A 20 percent holdback will be withheld from all payments until all contract requirements are fulfilled. Award evaluations are based on technical qualifications and price reasonableness, with a strong preference given to certified Indian preference eligible firms. Bidders must submit a comprehensive packet including a Debarment Form, Title ID Certification, Bid Evaluation Form, and a TERO Compliance and Utilization Form. Additionally, contractors must provide liability insurance and adhere to tribal Occupational Safety Health Administration (IOSHA) standards. Those utilizing subcontractors or employees must submit a contracting and training plan to the TERO office. Failure to meet quality standards requires the contractor to rework the affected unit at no cost to the Tribe within two days of notification.
