Qualitative Data Methods & Narrative Impact Training

The Naval Surface Warfare Center Carderock Division is seeking a small business to provide a comprehensive, firm fixed price training program in Qualitative Data Methods and Narrative Impact, structured as a multi-modal curriculum for 25 attendees. The procurement is set aside entirely for small businesses under NAICS code 611430, with a small business size standard of $15 million, and will be awarded using Simplified Acquisition Procedures based on a lowest price technically acceptable evaluation. The contract requires the contractor to design and deliver a non-developmental, mature curriculum incorporating self-paced learning, live virtual workshops with hands-on exercises and expert coaching, and an in-person capstone event. All training materials must be meticulously mapped to NSWC mission profiles, and deliverables include a tailored curriculum, trainee progress reports, a capstone narrative portfolio, and a post-training impact report, each governed by specific Contract Data Requirements Lists. The contractor must ensure technical accuracy and alignment with adult learning best practices, with deliverables subject to Government review and potential revision within five calendar days after submission. Performance is to be completed within a six-month period from contract award, running from July 1 to December 31, 2026, with all work conducted during normal NSWC duty hours at West Bethesda, Maryland. Contractors are responsible for all travel and logistical costs associated with the in-person capstone event. Personnel must obtain security clearance to access the facility, adhere to strict site restrictions including prohibitions on cameras, weapons, and alcoholic beverages, and comply with all cybersecurity requirements including maintaining an active Cybersecurity Maturity Model Certification (CMMC) level appropriate for handling Federal Contract Information or Controlled Unclassified Information. The contractor must also affirm annual CMMC compliance in the Supplier Performance Risk System, flow down CMMC requirements to subcontractors, and follow electronic payment protocols via Wide Area WorkFlow, submitting invoices and receiving reports using specified formats.
