Quantity Surveying Services and Project Management Support Services for the Embassy of Canada in Côte d'Ivoire, in Abidjan

The Department of Foreign Affairs, Trade and Development is seeking a qualified Quantity Surveyor and Project Management Support professional to manage the fit-out of a leased 1,000 square meter office space for the new Embassy of Canada in Abidjan, Côte d’Ivoire. The contract requires expertise in both local Ivorian market conditions and international standards to oversee construction, ensure quality compliance, and coordinate with stakeholders. The scope includes delivering a detailed Work Plan, conducting weekly site progress reports with photographic evidence, performing risk assessments, submitting construction strategy memoranda, and ensuring all work aligns with industry-recognized quality assurance procedures. The performance period extends to June 30, 2028, with an optional one-year extension available, and additional services may be requested for up to 14 other sites across West Africa under the same terms. The offeror must demonstrate technical competency through a 30-page technical proposal limited to 8.5” x 11” single-sided pages with a minimum 10-point font, with pricing submitted separately. The award will be based on a best-value trade-off, with technical merit weighted at 70 percent and price at 30 percent, allowing selection of a higher-priced but superior proposal. All personnel must hold Canadian security clearances, and replacements require prior notification and clearance verification. The contractor is fully responsible for ensuring compliance with anti-forced labor requirements, international sanctions, and ethical standards, including prohibitions on contingency fees, bribes, and conflicts of interest. Proprietary information must be clearly marked, and non-disclosure agreements are mandatory for all employees and subcontractors. The contractor must maintain daily time records, complete accounting documentation in machine-readable format, and preserve all records for seven years after final payment. Invoices must be submitted electronically via direct deposit, EDI, or wire transfer, with Canada withholding 15 percent of payments from non-resident contractors and remitting GST under registration number 121491807. Access to classified or protected information requires adherence to PWGSC security protocols, and Canada reserves the right to inspect all work locations at any time. The contract includes an irrevocable option for extension and up to 14 optional site services, all exercisable at Canada’s sole discretion.
